The experience-rating system used for calculating WorkCover premiums offers little incentive for small businesses to improve their safety performance, Victorian WorkCover Authority chief executive Bill Mountford says.
Mountford, speaking at a workplace safety conference organised by the Australian Workers Union, says a high proportion of claims come from small businesses.
The problem, he points out, is that the experience-rating that determines their premiums does not provide incentives to improve safety.
